Texas Homeowners Insurance Costs Are Crippling Affordability

Texas families are facing a deepening housing crisis as soaring homeowners’ insurance premiums make homeownership increasingly unattainable across the state, according to a new report.

Insurance Costs Outpace Income Growth

A joint study conducted by the Kinder Institute and Texas 2036 reveals that homeowners’ insurance rates in Texas have spiked by as much as 74% for some residents since 2009. Experts emphasize that these premiums are now consuming a significantly larger share of household budgets compared to the landscape of 10 to 15 years ago.

“It’s not just an urban issue; this is happening all over the state,” said Stephen Sherman, a researcher at the Rice University Kinder Institute. “This goes back to the core question of housing affordability. We need to look beyond the cost of the home and examine the other necessary expenses of homeownership—insurance being a major one—alongside taxes, maintenance, repairs, and, crucially, stagnant incomes.”

The Impact on Market Accessibility

Sherman notes that insurance rates are rising at a much faster velocity than both local incomes and property values. The financial strain has reached a breaking point: two-thirds of Texas households are effectively priced out of median-value homes once the mandatory insurance costs are factored into their monthly obligations.

Data from the Houston Association of Realtors highlights the severity of the situation, showing the median home price in Houston reached $345,000 this past June. Currently, annual homeowners’ insurance premiums hover around $3,000—a figure that varies by location and notably excludes the additional cost of mandatory flood insurance.

Drivers of the Insurance Spike

The research identifies a direct correlation between the surge in premiums and the rising frequency of catastrophic weather events, alongside structural economic pressures. This trend is creating a volatile environment where the cost of protection is becoming a luxury many cannot sustain.

“Our next phase of research will focus on trade-offs: if insurance costs continue to climb, how are families adjusting their own budgets to cope?” Sherman added.

The study also highlights a growing disparity in rural areas, where many counties are experiencing disproportionately higher insurance burdens when measured against their local home values.
